General Information
Rancho Highlands Community Association is a California non-profit corporation consisting of those owners of homes within the boundaries of Rancho Highlands. Rancho Highlands is a prestigious community with easy access from the 15-freeway. The community was developed by three different builders and consists of various home styles from Mediterranean to Cape Cod. There are three separate entries off Ynez Road south of Rancho California Road. Rancho Highland’s amenities include one seven acre Recreation Center located off Preece Lane. The Recreation Center features one tot-lot; two tennis courts, a basketball court, picnic tables and barbecues as well as one pool, spa and wader. This area is gated and requires an access key. A second un-fenced two acre park is located off Quiet Meadow. This quiet neighborhood park contains a tot-lot and picnic tables.
The primary roles of the Association are to maintain aesthetic control, enforce the governing documents, and care for Association owned common area.
The Association is governed by a five member Community Board, made up of owners and elected for two year staggered terms by the members of the Association. The Board meets monthly (no December meeting), on the fourth Thursday (unless it is a holiday) at 6:00 PM at the Temecula office of Avalon Management, 43529 Ridge Park Drive, Temecula.

Architectural Issues:
Architectural decisions, including approving Home Improvement Applications, are made by an Architectural Committee, which is compromised of five homeowner volunteers that are appointed by the Board of Directors. The Architectural Committee meets on an as needed basis to review homeowner submitted Home Improvement applications that are processed through Avalon Management. The Architectural Review Committee has 45 days in which to approve an application. Homeowners are encouraged to seek approval well in advanced of their contractors proposed start date.
Violations:
The Board of Directors has directed Avalon Management to perform inspections of the community two times a month, to ensure there are no violations of the governing documents. If a violation is found, Avalon will issue a letter to the owner - this is the start of the enforcement policy of Rancho Highlands. If you receive such a letter, it is generally due to one of these inspections. While no one likes getting this type of letter, it is through this process that your property values are maintained.
Common Area:
The Association is responsible for maintaining all common areas, which includes all of the above listed amenities as well as strips of landscape strategically placed throughout the community.

The pool heaters are operational from May 1 to October 15. The Recreation Center including the pool area is opened daily from 6 a.m. to 10 p.m. However, tennis court and basketball court hours vary so homeowners are encouraged to check the onsite posted hours. The park located on Quiet Meadow is open from dawn until dusk.
The Association has contracted with Elite Security to monitor the Recreation Center five nights a week for 5 hours a day, Wednesday - Sunday. Due to ongoing vandalism, the hours vary from day to day and shall not be published. However, should homeowners like to report an incident to Elite Security you may contact the Temecula office at (951) 296-6189.
